Verification: The Gallup 2024 Global Report Law and Order Index has indeed ranked Liberia as the most unsafe country in Africa for the second consecutive year.
This ranking is primarily attributed to significant issues such as rampant political corruption and limited access to essential public services, which severely undermine safety and security in the country.
In the 2024 survey, Liberia scored 50, placing it at the bottom of the safety index on the continent.
Following Liberia, Sierra Leone ranked second with a score of 57, while South Africa and the Democratic Republic of the Congo scored 58.
The report highlights that nearly 45 percent of Liberians reported having money or property stolen within the past year, and 28 percent claimed to have been victims of assault, marking Liberia as having one of the highest assault rates globally.
The findings indicate a broader trend in Sub-Saharan Africa, where 51 percent of individuals feel unsafe, reflecting ongoing challenges related to political instability, economic disparities, and a weakened rule of law across the region.

Togba, Terrorism and Global Security Development Expert, validated the Gallup's data quality methodology, noting its alignment with Liberia's Country Risk and Vulnerability Assessment (CRVA) based on PESTLE indicators (Political, Economic, Social, Technological, Legal, and Environmental conditions).
Togba said the report revealed several critical security concerns in Liberia, including rising public insecurity marked by the destruction of public facilities and approximately 25 mysterious deaths of mainly women and children by January 2025. Adding that the U.S. State Department's 2023 report pointed out deteriorating human rights conditions.
The country faces drug crisis, he mentioned that the Liberia Drugs Enforcement Agency (LDEA) report says with approximately 624,000 youth (two out of ten) involved in drug abuse, strongly correlating with criminal activities, particularly among disadvantaged youth and gang members.
Also, Gender-based violence remains a pressing issue, with 260 new cases reported in November 2024 by the Ministry of Gender Children and Social Protection. Of particular concern, 85% of survivors are women and girls aged 6-24, and over 60% of rape survivors are minors.
These security challenges are compounded by systemic issues including a weak criminal justice system, high unemployment, limited socioeconomic development, and insufficient support for education, health, and youth programs. Together, these factors support the findings in the Gallup report regarding safety concerns in Liberia.
