Child Drowns at Suspended NPA Boss Residence

A child below five years has drowned in the pool of suspended National Port Authority (NPA) Managing Director Bill Twehway’s home, an incident he (Twehway) confirmed at his ELWA Residence in Paynesville.

The lifeless body of the child (boy) unnamed was discovered in a swimming pool in a fence belonging to the sanctioned NPA Managing Director last Sunday, August 28, 2022.

Twehway told TSM Reporters that the child is less than two years old and he and his mother had gone to visit his wife Annie Kpannah Mawolo but were left unattended to, at which time, the child made his way to the swimming pool and got drowned.

According to him, officers of the Liberia National Police ELWA detachment visited the scene Monday, August 29, 2022, and interviewed all those in the house; hence, he cannot provide more detail on the situation.

“Contact the police; they will tell you what transpired, whether it was an eight-year-old child, one year, or the rest. The police interviewed everybody there, and the police have the record.

He further, “The child that got drown here, the police know that its less than two years and the mother had come to visit my wife and the child was left unattended to and went behind the house in the pool that is in a fence and got drown, so contact the police they will give you more.”

Bill Twehway is one of three Senior Officials of Government sanctioned by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) for corruption in Liberia and, subsequently, suspended by President George Weah. According to the sanction, Twehway diverted US$1.5 million in vessel storage fee funds from the NPA into a private account.

Twehway secretly formed a private company to which, through his position at the NPA, he later unilaterally awarded a contract for loading and unloading cargo at the port of Buchanan. The contract was awarded to the company less than a month after its founding. Twehway and others used family members to obfuscate their involvement in the company while still benefiting financially from the company.

Twehway is being designated for being a foreign person who is a government official who is responsible for or complicit in or has directly or indirectly engaged in corruption, including the misappropriation of state assets, the expropriation of private assets for personal gain, corruption related to government contracts or the extraction of natural resources, or bribery.

PrioBeforeng sanctioned by the U.S. State Department, Twehway’s personnel or assigned security was also involved in shooting a killing a private citizen in the Paynesville area and is behind bars pending court trial.

TSM Reporters contacted Police Spokesman Moses Carter and his Deputy Anthony Nyanlue to ascertain the findings by the police investigators, both of them could not be reached as Carter’s phone was consistently off while Nyanlue’s phone rang endlessly.
